Another interaction outside of a mission, someone called me over that their purse was stolen and I saw some guy running away so gave chase but lost the guy in a crowd.  I started zapping and punching a few citizens I thought was the guy but they must not have been.  (They were ok, I didn't knock them out enough to need to be revived...)  I'll have to react quicker if it happens again.  It was cool to have some interactions outside of Main or Side missions.
