I don't know the exact circumstances, but during my last two playthroughs (including the current one) the house was empty. During my last playthrough I was only able to rescue someone there after being assigned by the bouncer of the faction's HQ. I reckon it will be the same now, because no one was in the house so far.

We had a discussion about that (me asking for help) here.

Let us know how it goes for you - there might be subtle differences between the platform versions - I was able to release the captives on the PS3 before being assigned to do so, but haven't tried it on the PC.  Interestingly, if I release a buddy on my own, the percentage of the game completed increases, so it still counts as a mission even if not issued by the doorman.
