How to change the probability of mercs dropping a grenade...

... on any difficulty level.

In gamemodesconfig.xml change the number you see in the parameter below to "1" for any level you desire.  The result is that every killed merc will drop a grenade.

<ChanceToDropGrenade Casual="1" Experimented="0.5" Hardcore="0.33" Infamous="0.25"/>
